At Games
Player Registration Cards – these must be shown to the opponents prior to all fixtures. The rules are simple, no cards – no game. Managers are signing match cards to say that they have seen the player cards. If someone complains afterwards despite signing the match cards then both teams are liable for a charge. The team(s) at fault will be charged by the League for non fulfilment. Under no circumstances must you agree to play a friendly fixture in these circumstances, as this match would not sanctioned and teams could land themselves in big trouble with the County FA.
Inform your opponents if the referee has ANY connection whatsoever with your club, preferably when making match arrangements, but in any case, before kick-off. Remember that the name of the referee, even when they are not a qualified referee, is required on the match card (see note below about FA notice about non qualified and registered referees).
It is the responsibility of the home team manager to inform the referee of playing times and all cup/trophy requirements.
The Respect Fair Play Handshake should take place prior to all fixtures. Many of you will be aware that this happens prior to all Premier League and Football League matches.
Teams should have in place a method to stop spectators standing on the touchline. It is recommended that clubs use the FA respect barriers (http://www.respectzone.com/) but cones, an additional white line or rope provided it is safe are more then adequate.
Match Cards
The match cards are simple and self explanatory to complete, yet it still amazes the League how many managers fail to complete the cards properly.
Under 9 to Under 16s: All the details on the card must be completed in full.
Under 7 to under 8s: The following must be completed: Date, Age-group, Division, Home and Away teams, sporting points for players, sporting points for managers & supporters, the referees name and number and red & yellow cards. Basically you cannot report the score or list the player used in the under 7 and under 8 fixtures.
Remember:
“A Parent” is not acceptable to put down as the referee – the full referees name must be written down regardless if he is qualified or not.
The numbers of red and yellow cards need to put down, if no cards are shown put down 0 or “nil”.
YOU must sign the match card, after the game, to verify all details – both at home and away fixtures.
FA NOTICE: NON-REGISTERED REFEREES
There are an increasing number of people who are regularly making themselves available to Clubs to referee matches when they have not registered with the Association.
The regulations of The Football Association state that every referee must have received appropriate Safeguarding Children training in addition to completing a CRB check. Referees who do not fulfill this requirement will not have been allowed to register for season 2008/2009 onwards.
Please also note that from September, 2008, it has been a criminal offence for anyone to work in a paid or voluntary capacity with children (U18), unless they have an accepted CRB check. The Association, League, Club and individual referee or Club official are all responsible and have a legal responsibility to ensure that these requirements are carried out.
Please note the following in relation to this:
· People regularly refereeing whilst not registered will invalidate the public liability insurance cover for a club which is provided by the Association and will not be covered for public liability insurance or personal accident insurance for themselves as an individual.
· Stand-in referees are covered by the Public Liability Insurance. The definition of a stand-in referee is a bone-fide member of a club who referees on a one-off basis when a registered referee is unavailable. A stand-in referee does not referee on a regular basis.
· A referee who fails to register with the Association for two consecutive seasons is deemed as not qualified and is required to re-take the referee examination in order to renew registration.
From a clubs/league point of view, referee’s should provide a 7 digit number, anyone providing a 4 digit number should be questioned and the clubs should make checks to see if they are actually qualified and registered. 90% of qualified and registered referees will appear in the County FA handbook which all club secretaries have a copy of. If in any doubt contact the County FA.
Registration cards MUST be available at all matches along with Rulebook and First Aid Kit.
Results Email
Please note, all League results will need to be emailed to our results service email between 12 noon and 6-00 p.m on a Sunday - any late results will incur a fine: results@junleague.com
For League Cup and Trophy fixtures, you also need to email the result to cupresults@junleague.com
County Cup results should not be emailed to the League as the League does not run those Cups competitions.
How Do I Postpone A Game?
Throughout the season, keep asking your players if they are going on holiday or educational/school trips, which occur on match days. Application MUST be made to the League for permission to rearrange ANY fixture. Postponement requests for fixtures must be made to the League Secretary 28 days or more in advance. The postponement request form can be downloaded from the League website (League Info section). REMEMBER - a non- fulfilment carries a fine and the possible deduction of 3 points.
Once completed, post the form, together with a cheque for £2 to the League Secretary. The League Secretary will either grant or refuse permission to postpone the match and write to your Club Secretary accordingly. The League will only postpone matches as a last resort for example you should attempt to reverse the fixture if you pitch is unavailable. This is because the season cannot be extend unless in very exceptional circumstances and teams may struggle to rearrange matches especially later in the season. Requests should not be made to postpone a fixture because “one or two” players are away. Requests may be rejected unless the number of players missing is not noted on the form.
If the League grants permission to postpone the fixture you will have 14 days from receipt of the confirmation letter to rearrange the match and notify your age group registrar. Failure to do so will incur a fine.
Postponed Matches
If your match is postponed due to the weather or cup commitments then you need to do the following:
-Let your age group registrar know by phone or email.
-Send an email to results@junleague.com to say the game was postponed (if called off due to the weather – otherwise the result team will think the result is reported late).
-The game must be rearranged and the new date submitted to your age group registrar in writing or by email, by both Clubs, within fourteen days of the postponement of the fixture date. Any Club failing to comply with this Rule shall be liable to a minimum fine of £10-00 or otherwise dealt with at the discretion of the Management Committee. Remember midweek matches in this League can only take place on a Tuesday and Thursday.
How Do I De-Register A Player?
When de-registering a player, you must enclose a stamped envelope addressed to the player so that he/she can be informed directly by the League that they have been de-register and can join another club. You should send the player’s registration card with the envelope to the relevant age group registrar. As an act of common courtesy, please inform the player and player’s parents before doing this.
Notes To Remember
If you are approached by the parents of a player, or by the player him/herself, who wishes to play for your team, you must ensure that the player is not already registered with any team in this League. NEVER encourage or allow any player to train, play friendlies or 5-a-side competitions for your team whilst registered with another team in this League. REMEMBER- registrations do not cease until 31st May.
Clubs can bring forward league fixtures, just let your age-group registrar know. If you find yourself with a blank week and also know that another team within your division is not playing please arrange to play your league fixture, as this will help everyone.
All misconduct must be reported to the County FA. This includes issues with spectators, clubs and referees. The League is unable to deal with misconduct issues.
Players, boys or girls, MUST be 6 years old on or before midnight on 31st August in any year to be registered to play in mini soccer. Similarly, boys MUST be 10 years old on or before midnight on 31st August in any year to play 11-a-side football.
Managers should complete the match record book throughout the season – remember the League can and do request to see this booklet at any time. Spot checks do take place!
Enclose a stamped addressed envelope with ALL correspondence needing a reply especially when registering players.
REMEMBER THAT YOU, AS YOUR CLUB’S REPRESENTATIVE, ARE RESPONSIBLE FOR THE ACTIONS AND CONDUCT OF ALL YOUR SUPPORTERS. ANY REPORTED MISCONDUCT WILL BE DEALT WITH BY THE COUNTY FOOTBALL ASSOCIATION AND COULD RESULT IN A HEAVY FINE BEING LEVIED AGAINST YOUR CLUB.
If your club or team put a website on the Internet, you must first have permission from the Management Committee, in writing, before commencing to launch the site. Strict guidelines regarding the content of web sites must be adhered to. The guidelines are be viewed on the League website, under league info.
Players in the Under 10 age group may not play 11- a-side games (friendlies) until after 1st June in the season. I.e. between the last Under 10 league game and the 31st May.
Under Football Association Rules, players are not permitted to play 11-a-side football during the “close season”- 1st June to 1st July.
