**RESPECT UPDATE**

The League received the following letter this week, regarding the RESPECT campaign:

Dear League Secretary,

As a new season fast approaches I felt it important to seek once again the support of your League for the FA's Respect Programme. In promoting Respect we are challenging a culture of verbal and physical abuse and trying to establish a way of behaving in and around football which supports the game. In order to achieve that we need to be persistent and committed.

The first season of the Respect Programme presented challenges but some progress was achieved:

• There have been some positive signs in the professional game in relation to player behaviour. There have been fewer cases of mass confrontation between players and a decline in cases of harassment of referees. The referees have also reported an improved relationship with players.

• There has been an increase in the volume of dissent cautions in the professional leagues apart from the Premier League. However it is believed that this may be a result of more referees dealing with on-field dissent instead of tolerating it as in previous seasons.

• The use of a team captains to assist the referee to manage player behaviour appears to have worked well and to have been of value.

• In the grass roots there has been a 8% rise in referee numbers. There are more student referees in training and The FA is more or less on course with its recruitment targets for referees. We currently have nearly 26,000 registered referees.

• The number of serious assaults on referees declined by 10% in 2008/09 but disappointingly over 500 referees still reported being subject to physical abuse. This is clearly unacceptable.

• In the grass roots cautions for dissent have risen by 3% (again perhaps because referees are dealing dissent and not tolerating it). There has however been a decline in charges for misconduct and the number of dismissals.

• There was a considerable impact in youth football with the promotion of adverts and educational courses dealing with the problem of abusive touchline parents. This will continue to be a focus for The FA's work.

• The use of Designated Spectator Areas marked by barriers, a painted line or cones has proved to be an effective way of improving spectator behaviour in youth football. Over 11,000 clubs took up the offer of financial support to purchase spectator barriers.

• The vast majority of those involved in football agree that the Respect Programme is definitely needed and that it is a long term programme that requires constant reinforcement and reinvention.

The Respect Programme is an issue of relevance to everyone involved in the game and it will not succeed if it is considered to be a programme driven solely by The FA itself. Ownership of Respect needs to be taken on by individuals and organisations throughout football and the key role that Leagues have to play is crucial.

I would therefore request your continued support for Respect in the coming season and I can assure you that the FA and the County FAs will do all that we can to assist you in this important work.

Regards,

Ian Watmore

Chief Executive - The Football Association
