Further to my comments at various monthly League meetings, I have received confirmation that all persons with access to children MUST have an Enhanced Criminal Records Bureau check prior to the start of next season.

 

All Club Secretaries should have received a leaflet from the FA entitled 'Vital Information for every Club Secretary working with or in Youth Football'.  Point 3 states: Ensure that anyone working in a role with Children completes an FA enhanced CRB as part of responsible recruitment practice.

 

Basically; everyone involved in the Club who has access to Children through their work in the Club must have an enhanced CRB check. This includes Coaches, Managers, named Club Drivers, Medics, etc.

 

Given that there is already a backlog of 4 - 6 weeks with this process, it is absolutely essential that all Clubs get organised quickly and put all necessary personnel through the CRB process.  Failure to do so will mean they will be in contravention of the 2006 Children's Act and they will be Criminally Liable.

 

I have also been informed by the FA that we will not need to use the self certification forms, indeed we are being told we must not continue to use these certificates to avoid confusion with the CRB process.

Over the past few years the total number of referees available to referee all levels of football in our area has increased year on year, although the constant barracking that some team officials and parents subject referees too has resulted in some referees refusing to officiate in junior football.

This year however there has been a fall of between 200 and 250 referees renewing their registrations with the FA.  The FA believe this is a result of referees not wishing to undertake the now mandatory Child Protection Training, or wishing to have a full CRB check (Criminal Records Bureaux).  Many of these referees are still offering their services to Clubs and whilst this is not yet an offence it will be next season when unregistered referees will be Criminally Liable.

Clubs who find it difficult to find registered referees are therefore being very strongly advised to get a number of parents trained as fully qualified referees during this season to avoid problems next year.

We are entering the last few months of 2007 and with it the deadline for Charter Standard renewals, if your club obtained the award in 2004 you need to complete the renewal form before December. At the start of the
year we sent all renewal clubs the form for you to complete and return it to the CFA, so far we have only renewed a handful of clubs that were due, please note that if you do not return the renewal form before December your club will no longer be a Charter Standard Club. If you have not received or misplaced the form please contact Marc Birkett 07989 479159 or marc.birkett@sheffieldfa.com ASAP to obtain a
replacement.

Sheffield & Hallamshire Football Coaches Association

 

England "double bill"......Brian Eastick - England U/19 & U/21 National Coach will be doing a presentation on "Give & Go's"....The Development Of The Skill.

Martin Thomas will be presenting a session on "Shot Stopping"....Martin is England's No 2 Goalkeeping Coach - second only to Ray Clemence.

These sessions will be for 1 hour each & will cater for all levels of players &/or coaches - I strongly recommend these sessions should be attended.

We do ask non - members to contribute £2 but if people do want to join the cost for the full year is £10 (less £2 if pay as a non member) it's the best £10 you can spend if you value your players' devolopment.

Child Protection, CRB checks. Important Information

Talking to the County FA it seems that all persons involved in Junior Football and having assess to the children will from September 2008 need to be CRB checked. 

 

This will mean all Clubs will need to be actively working towards this during the coming season and not leaving it until next year. 

 

I can see a situation next season where some Clubs will be unable to play if Managers, Coaches, Secretaries etc are not CRB checked.


The process can take time, and if the relevant statutory authorities are suddenly deluged with thousands of requests, they may not be able to cope.

Currently the FA are in talks with QC's over the legal pitfalls this requirement will cause, since for instance Under 16s and 17s are technically still children, but can play in open age football (playing against adults), would this mean all players playing along side, or in opposition, should be CRB checked? 

 

Clearly there are many issues to be addressed, but we have been warned.  As the League hear more about this issue we will of course let you know.
